International projects

Centre specialists are involved as experts in international projects in Ukraine and abroad. In particular:

The World Bank/ Kazakhstan Joint Economic Research Program. IMPROVING INDUSTRIAL COMPETITIVENESS THROUGH THE POTENTIAL OF CLEANER AND GREENER PRODUCTION. INDUSTRIAL EMISSIONS REGISTRATION SYSTEM AND INDUSTRIAL GREEN GROWTH RECOMMENDATIONS/ Consultant (2013)

The scope of work under this projects is for the Industrial emissions registration system and industrial green growth recommendations. Recommendations for an industrial emissions registration system and for industrial green growth regulations consist of the following key components:
– a gaps-analysis for industrial green growth regulations and incentives;
– an industrial emissions registration system.

Particular contribution to the following tasks:
– meetings with Ministry of Environmental Protection of Kazakhstan;
– meetings with consulting companies of Kazakhstan;
– a gap analysis between environmental legislation in Kazakhstan and EU regarding limit values and other environmental indicators, monitoring of environmental emissions,  air emissions permitting system;
– participation in training on cleaner/greener production for the five Kazakh companies;
– review of good European practices and provision of practical advice on Pollution Transfer and Emission Registration System.

The World Bank/ Pilot benchmarking of technologies and practices in selected Kazakh industries with best available environmental practices / Consultant  (2012)

A pilot benchmarking exercise of selected industries on natural resource and energy efficiency improvements, cleaner production and developing options for cleaner and greener industrial production in Kazakhstan.

Particular contribution to the following tasks:
– assessment of legislative and regulatory framework on cleaner production, energy efficiency and environmental permitting;
– analysis of the national regulatory framework for IPPC;
– execution of the enterprise survey;
– benchmarking of technologies and practices in selected industries with best available international practices;
– identification of the potential use of Best Available Techniques and Clean Production Methods.

Summary report was produced and presented to the inter-ministerial steering committee from the Government of Kazakhstan. The report suggested policy measures which can be taken to enhance the incentives for modernization in industries.

EU project / Air Quality Governance in the ENPI East Countries – AIR-Q-GOV / Local consultant (2011 – now)

The overall objective is the improved and sustainable management of natural resources including nature protection, reduced effects of climate change and increased environmental cooperation and awareness.

Specific objectives of the project:
– Improved convergence to the European legislation and regulations (air quality related legislation and IPPC) that will contribute to the improved air quality and strengthen implementation and compliance;
– Improved implementation of Multilateral Environmental Agreements (especially UN ECE CLRTAP and related protocols);
– Raised environmental awareness through cooperation at national, regional and sub-regional levels among decision makers, industry and civil societies.

Particular contribution to the following tasks:

  • Review of the air quality assessment and management systems in the Ukrain, comparison of those systems with that implemented at the EU level and identification of major gaps and differences;
  • Detailed analysis of permitting procedures being applied in the Ukrain, including monitoring, inspection and enforcement systems;
  • Preparation of detailed policy, legal, institutional and capacity building gap analysis relevant to the air quality, industrial pollution and emissions.

The Norwegian Ministry of Foreign Affairs / Capacity Building Programme for climate projects in Ukraine, phase 2 / Local consultant (2009 – 2011)

Program is focused on providing of free of charge assistance for Ukrainian companies and specialists for the preparation and implementation of projects on energy efficiency and renewable energy sources, development of financing schemes for projects with involvement of carbon investments and loans from international financial institutions.

The work carried out under the program:

– selection of promising projects;
– assistance with economic projects calculations and development of financing schemes for Ukrainian companies;
– assistance of preparation Project idea notes (PIN’s) and Business plans several projects for Ukrainian companies;
– assistance in preparing materials for information seminars for industries, authorities and financiers;
– development of training material for Ukrainian developers of energy efficiency and renewable energy projects.

Some examples of the developed projects in heat and power generation sector are:

  • Calculation of the reduction of greenhouse gas emissions under the project «Installation of heat recovery turbine at Kremenchuk CHP plant», PIN and business plan preparation;
  • Calculation of the reduction of greenhouse gas emissions under the project «Conversion of CHP from natural gas to biomass, Akhtyrka», PIN preparation;
  • Calculation of the reduction of greenhouse gas emissions under the project «Increase of heat energy generation efficiency at boiler plants, KP «Group of companies City heat networks», PIN preparation;
  • Calculation of the reduction of greenhouse gas emissions under the projects «Land-field gas capture in Dnepropetrovsk, Zaporozhje, and Sumy», PIN and business plan preparation;
  • Other projects.

Nordic Environmental Finance Corporation / Provision of Consultancy Services For The Preparation Of Technical Documentation for the Enhancement of CHP Production at Sumyteploenergo, Ukraine/ Local consultant (2007-2008)

Development of a project idea note (PIN) and a project design document (PDD) for the modernisation of the district heating system of the Sumyteploenergo according to UNFCCC Joint Implementation Supervisory Committee (JISC) format and in full compliance with the modalities and procedures as outlined under the JISC procedures.

Risk Assessment for the investment including financial projections (projected cash flows, with NPV, profit and loss and balance sheets) with sensitivity analysis of key variables and assessment of the key project risks.
